Delete a plan

DELETE 
/api/v1/subscription/plans/:planId

Soft-delete a subscription plan. The record is retained so that existing subscribers continue through their current billing cycle with the plan's snapshotted terms; no new subscriptions can reference the plan after deletion. Hard removal requires ops intervention.
